The statute of the referees has been modified, CCA and its president being totally subordinated to Mircea Sandu, and not to the Executive Committee
The Romanian referees have officially a new president. On the paper his name is Vasile Avram, who had been validated last week by the Executive Committee. In fact, the one who has absolute authority over the Romanian arbitration, starting from last week, is the boss from the House of Football, Mircea Sandu. ;)
How did they get here? If until now the activity of the Central Commission and including that of its president was subordinated to the Executive Committee, where existed several persons, so several votes, now it was decided that all should be the responsibility of a single person, Sandu. From the component of CCA, to the possibility of suspending the commission and its chairman, from the quantum of taxes and the fees of the referees until the change of the head-quarter of the commission, all will be at the disposal of the Godfather.
Important persons from FRF and CCA revealed that Sandu has already made decisive changes, at his initiative being co-opted in the commission Constantin Zotta, Marian Salomir, Anton Heleşteanu and Marian Dorobanţu!
The 11 articles changed in the Statute of the Referees Activity
1. CCA is composed of specialists in arbitration and it is approved and subordinated to the president of FRF.
2. The administration of the referees composed of specialists in arbitration is responsible of the current operational activities, organizational, administrative and economical problems, being subordinated to the president of FRF.
3. The nominal component of CCA, but also the suspension or the dismissal is in the competence of the president of FRF.
4. The head-quarter of CCA is in Bucharest and cannot be moved in another locality without the approval of the president of FRF.
5. Within the departments and/or the segments from the Administration are hired persons according to the Organization chart and the Statute of jobs approved by the president of FRF at the proposal of the president of CCA.
6. The quantum of taxes, visas, fees for the referees, assistant referees and referees observers is approved by the president of FRF at the proposal of CCA.
7. CCA approves the nominal list of the professional referees for every competition year and presents it to the information of the president of FRF.
8. CCA establishes the nominal list of the observers for the referees, which will be transmitted to FIFA and UEFA and presents it to the information of the president of FRF.
9. CCA proposes the annual quantum of taxes and fees for the referees, which is approved by the president of FRF.
10. The president of CCA concludes juridical documents on behalf of CCA, according to the competences delegated by the president FRF.
11. The president of CCA is responsible in front of CCA and the president of FRF for the quality of the works performed, for the discipline conformation and the usage of the working-time.
